01 · Overview

What is a CSRS
deferred annuity?

A deferred annuity applies when you leave federal service before meeting the age and service requirements for an immediate CSRS benefit. Rather than losing your contributions, you defer collection until age 62 — when your benefit becomes payable regardless of where you've worked since.

Many federal employees leave for the private sector and forget about their CSRS contributions entirely. If you worked in civil service for at least five years and didn't withdraw your funds, your annuity is still waiting.

Unlike FERS deferred annuities which have multiple collection ages, the CSRS deferred annuity is simpler: you collect at age 62, full stop. You may also choose to take a lump-sum refund of your retirement contributions instead — but doing so forfeits the annuity entirely. If you take the refund, consider placing those funds in a Roth or Traditional IRA.

There is no reason to delay applying beyond age 62 — the annuity will not increase by waiting.

All benefits are retroactive to the first business day of the month following your 62nd birthday. If you apply at 65, you'll receive a lump sum covering the three intervening years — so nothing is permanently lost, but applying promptly is always the better choice.

02 · Eligibility

There are five retirement types under CSRS. For a deferred annuity, the key requirement is simply 5 years of creditable civilian service — then you wait until 62. The full eligibility chart below shows all five paths for reference.

Deferred annuity: the one rule that matters

To qualify for a CSRS deferred annuity you need at least 5 years of creditable civilian service and must not have withdrawn your retirement contributions. Collection begins at age 62 — no other age thresholds apply to the deferred path.

Coverage requirement: You must have served in a position subject to CSRS coverage for at least one of the last two years before your retirement date.
03 · How to apply

How to collect your
deferred CSRS annuity.

The process is straightforward, but timing matters. OPM recommends contacting them 60 days before your 62nd birthday — not earlier — to initiate your Application for Deferred Retirement.

Use this date on your application: The first business day of the month following your 62nd birthday. All benefits are retroactive to that date. If you apply at 65, you'll receive a lump sum for the 3 intervening years.

Wait until 60 days before your 62nd birthday

OPM advises contacting them no earlier than 60 days before you turn 62 to request your "Application for Deferred Retirement." Applying too early can complicate processing. Mark your calendar — this is the most commonly missed step.

Complete OPM Form 1496A

Download and complete OPM Form 1496A (revised May 2012) and mail it to the address listed on the form. The form is 9 pages with detailed instructions — print it out for reference. OPM completes the first section, which summarizes your federal service record.
